The 192nd meeting of the Chadds Ford Township Sewer
Authority was held on this date in the
Present: Vincent Del Rossi Chairman, James J. Murray Vice Chairman, Anthony J. Cutrona Treasurer and Paul Linsen.
Absent: None
Also in attendance were John J. Mezzanotte, Esquire, Thomas R. Smith, PE, and Sabina J. Taylor, Secretary/Treasurer.

There being no additions or corrections, the minutes of the August 23, 2005 Chadds Ford Township Sewer Authority meeting were unanimously approved as written on a motion made and seconded (Del Rossi/Linsen).

MATTERS:
$ Meeting date changes for 2006 - Due to conflicts relating to the
regularly scheduled Sewer Authority meetings, and in anticipation of publishing
of the schedule of meeting dates for 2006, alternate meeting dates were
considered for January and September.

foreclosure on the property that has a Sewer Authority lien for a tapping
fee. He noted he may not be able to
supplement the amount of the lien to include late fees.

Mr. Mezzanotte reviewed:
1. Water leak at CCMC - Mr. Mezzanotte has received correspondence from Cori Realty indicating that they are hiring a company to locate the ongoing water leak at the CCMC property
2. Raven Crest Homeowners Association Appeal - Mr. Mezzanotte gave the board members an update on the status of this appeal.
3. Turner’s Mill Tapping Fees - The plans for ownership of the plant and tapping fee calculation and collection were discussed. It was agreed that if the township sets the amount of the tapping fee, the Authority would like to be involved in the negotiations regarding the tapping fee amount. It was suggested that Chairman Del Rossi and Mr.
class=Section4>3.Cutrona see if they can arrange a meeting with Mr. Paul to discuss issues relating to the Turner’s Mill Wastewater Treatment Plant.
ENGINEERS REPORT:
Mr. Smith reviewed his written report.
1. Ridge Road Sanitary Sewer Extension Phase 2 -
Bids for this project were opened at
Timing of payments to the contractor and receipt of tapping fees were discussed. The contractor will begin with Part 1 of Phase 2 and those properties can be online while Part 2 is being constructed. Mr. Smith noted that the delay as a result of the Environmental Hearing Board appeal has already increased the construction cost of the project by approximately $50,000.
Mr. Mezzanotte asked for the status of the legal descriptions for the easements required to complete the project. As soon as the legal descriptions are done, Mr. Mezzanotte will prepare the easement agreements.
2. Tremonte - The sewer installation is complete and is in the process of being tested. Inspections as needed are being provided by Spotts, Stevens and McCoy.
3. Ridings WWTP Operations and Maintenance - Mr. Smith has prepared a summation of the four proposals that were received.
After discussion, James Murray motioned to accept the proposal as submitted by Applied Water Management for operation and maintenance of the Ridings Wastewater Treatment Plant and associated pumping stations for two years. Chairman Del Rossi seconded the motion and the motion carried. Mr. Smith said the agreement submitted by Applied Water Management will be subject to further review by the solicitor and engineer before being signed.
4. Annual Privately Owned Plant Inspections - The plant inspections were completed today with no revisits necessary. Reports on each plant will be prepared and submitted by next month.
5. Toll Brothers - Mr. Smith continues to attend meetings and participate in review of the project as it relates to the the Turner’s Mill Wastewater Treatment Plant.
OLD BUSINESS:

$ Certificate of Insurance Form - Because of previous inconsistencies, Chairman Del Rossi, asked Mr. Mezzanotte if a Certificate of Insurance Form could be prepared for future use. Mr. Mezzanotte said this could be done.
$ Greener Nurseries Proposal - The proposal was discussed and it was agreed that Chairman Del Rossi should call Mr. Greener and let him know that the Authority agrees that mowing should be done on an as needed basis rather than a set number of times. Weather would determine when the grass needs to be cut and it should be cut before it gets too long and causes damage to mowers, etc.
$ DEP Grant Money - Responding to a comment from Mr. Murray, it was explained that the grant money is for I and I work that has been completed. Mrs. Taylor is preparing the required paperwork for the Township to submit to the state to receive the funds for the Sewer Authority.
$ Duffy Property - Chairman Del Ross said in response to Mrs. Duffy’s questions regarding a sewage tainted pooling of water on her property, a letter was sent to her noting that the leak is probably from the lateral serving Dr. McCann’s property through an easement on the Duffy property. The letter explained that the problem would have to be resolved between the Duffy’s and Dr. McCann. It is not a Sewer Authority issue.
NEW BUSINESS:
Chairman Del Rossi signed a proposal from Applied Water Management, Inc. to replace a malfunctioning #2 manual 4" wasting valve located at the Ridings Wastewater Treatment Plant at a cost of $695 for the purchase of one Val-Matic Plug Valve and $720 for labor to remove the old valve and install the replacement valve for a total cost of $1,415.
