MINUTES
August
23, 2005
The 191st
meeting of the Chadds Ford Township Sewer Authority was held on this date in
the Chadds Ford Township building.
Present: Vincent Del Rossi,
Chairman, James J. Murray, Vice Chairman, and Paul Linsen.
Absent:
Anthony J. Cutrona
Also in
attendance were John J. Mezzanotte, Esquire, Thomas R. Smith, PE, and Sabina J.
Taylor, Secretary/Treasurer.
The meeting
was called to order at 7:00 p.m. by Vincent Del Rossi, Chairman.
ANNOUNCEMENTS:
$ The date of the next Chadds Ford Township Sewer Authority meeting has been changed and is to be advertised for Thursday, September 22, 2005.
$ Chairman Del Rossi has received a letter of resignation from Frederick B. Hodapp. Mr. Hodapp’s resignation was accepted.

MINUTES:
There being
no additions or corrections, the minutes of the July 19, 2005 Chadds Ford
Township Sewer Authority meeting were unanimously approved as written on a
motion made and seconded (Del Rossi/Murray).

$ Ridings
WWTP O & M Contract - A letter will be sent notifying Applied Water
Management, Inc. that the Sewer Authority wishes to cancel the current contract
as of December 31, 2005. Requests for
Proposals for O & M services beginning January 1, 2006 will be sent to
several qualified contractors.
$ Toll
Brothers Escrow - A letter has been sent to Toll Brothers, Inc. requesting
additional escrow.
ACCOUNTS
PAYABLE:
Invoices for August 23, 2005
totaling $9,168.08 were presented for
payment. These invoices include
$6,375.29 for Ridings Plant operating expenses, and $2,792.79 for administrative
and professional services.
After review, the bill list
presented for the August 23, 2005 meeting in the amount of $9,168.08 was
approved for payment, by unanimous vote, on a motion made and seconded (Del
Rossi/Linsen).
ACCOUNTS
RECEIVABLE:
A letter has been sent to one
property owner whose account is considerably overdue.
One invoice for the annual
inspection of privately owned sewage treatment facilities remains unpaid.
SOLICITOR’S
REPORT:
Mr. Mezzanotte reviewed:
1. CFTSA Resolution No. 12 - In response to a request at last month’s meeting, Mr. Mezzanotte has prepared Resolution No. 12 which he presented for the Authority’s consideration. The adoption of this Resolution would increase the fee from $15 to $20 for certifications regarding payment status of sewer charges.
After
review, Chairman Del Rossi made a motion to adopt Chadds Ford Township Sewer
Authority Resolution No. 12 as presented.
The motion was seconded by James Murray and passed by a unanimous vote.
2. Assignment of Sewer Capacity - G. Rullo - An
Assignment of Capacity agreement has been sent to Mr. Rullo for the required
signatures.
3. CCMC Water Use - Responding to recent
extremely high water use, Mr. Mezzanotte spoke to an attorney who represents
CCMC. The attorney said they are hiring
an expert in this field to investigate the problem.
4. Assignment of Sewer Capacity - Goh to
Pagano- An Assignment of Capacity agreement from Chae T. Goh to Joseph and
Marie Pagano has been fully executed.
5. Penn DOT HOP for Route 1 Sewer Main - Mr.
Mezzanotte has been trying to get in touch with Mr. Avicolli, District Permit
Manager for Penn DOT, to confirm that the words “Sewer Authority” can be
crossed out on the permit. This would
then indicate that Chadds Ford Township, not Chadds Ford Township Sewer
Authority would be the permit holder.
Mr. Mezzanotte will contact Kelly Engineers to see if they can supply an
address for Mr. Avicolli.
6. Duffy Easement - Mrs. Duffy has been in
contact with the Sewer Authority regarding the possibility that a large puddle
of water on the Duffy property may be tainted with sewage. A water test, a
video taping of the Sewer Authority Easement and a dye test were done. The water test did indicate that the water
was tainted but the dye test was inconclusive.
The video taping of the Sewer Authority sewer line showed no break in
that line. It appears that the break is
probably in the lateral from Dr. McCann’s property. This lateral is located in
an easement on the Duffy property. If
that is the case, it will have to be repaired by the involved property owners.
ENGINEERS
REPORT:
Mr. Smith reviewed his written
report.
1. Ridge Road Sanitary Sewer Extension Phase 2 -
Two copies of a preliminary set of bidding documents for the project were
provided. The bids for the two parts,
Heyburn and Ridge Road, and Raven Crest are separate, and at present, the bids
include furnishing the homeowner grinder pumps.
The bid opening date was set for September 22, 2005.
2. Tremonte
- The project is scheduled to have begun construction today by core-drilling in
the receiving manhole for acceptance of the sewer line from the Tremonte
property. SSM is providing inspection
services as appropriate. There are still
insurance issues to be settled before any work can begin.
3. Ridings WWTP Operations and Maintenance
- A Scope of Services for a Request for Proposals to be sent to prospective
Plant Operators has been prepared.
Spotts Stevens and McCoy offered to be part of the interview process,
when it occurs.

4. Annual Privately Owned Plant Inspections - It was agreed that the annual inspections
will be scheduled for the morning of September 22, 2005.
5. Toll Brothers - Toll Brothers have
requested that Mr. Smith attend a meeting on September 1, 2005 to discuss the
Baltimore Pike sewer construction. The
Sewer Authority members agreed that Mr. Smith should attend this meeting.
OLD
BUSINESS:
Ridge
Road Sanitary Sewer Extension Phase 2 - On a motion by Chairman Del Rossi,
seconded by Paul Linsen, Mr. Smith was authorized, by unanimous vote, to
advertise for bids for the Ridge Road Sanitary Sewer Extension Phase 2 Project.
NEW
BUSINESS:
Grounds
Maintenance - Mr. Smith said this can be included in the O & M
contract, if the Sewer Authority wishes.
After discussion, it was decided to request a proposal from Mr. Greener
of Greener Nurseries, Inc. to maintain the grounds at the Ridings Wastewater
Treatment Plant, the pump station at Smithbridge Road, and the Woodland Drive
pump station.
OTHER
MATTERS:
$ A draft of the proposed Chadds Ford
Township Grinder Pump Ordinance was reviewed. After discussion, Mr. Mezzanotte
offered to send a letter to Mr. Donaghue, Township Solicitor, requesting
clarification of some of the issues that concern the Sewer Authority.
$ Mr. Linsen discussed future sewer
needs that could potentially be served by the Turner’s
Mill Plant.
$ Mr. DiSabatino asked why the time for
substantial completion of the Ridge Road Sanitary Sewer Extension Phase 2 was
extended to 180 days. It was explained
that by allowing contractors to work through the winter months, it could
possibly keep the cost down.
