Minutes – Planning Commission

 

April 25, 2001

 

            The Planning Commission of Chadds Ford Township met in the Township Building on Wednesday, April 25, 2001.  The meeting was called to order at 7:40 P.M.  Present were William Taylor, Donald Honig and Fred Reiter.  Also present was Keith Lieberman of Kelly Engineers.

Minutes

 

          Mr. Honig motioned, Mr. Taylor seconded, and the Planning Commission approved the Minutes of the March 28, 2001, meeting.

 

WaWa (Dilworthtown Road) – Skip Brion, Esquire, representing WaWa, advised they have resolved the water and sewer issues for this site.  They will be connecting to public water (Chester Water Authority) and an underground tank system with an alternate disposal area has been designed; however, will require DEP approval.  WaWa will be submitting an application to our Zoning Hearing Board requesting variances for signage, rear yard setback, front yard setback for the canopy, and some landscaping matters.  At our Solicitor’s recommendation, they will also be making application for Conditional Use.

 

Applied Card Systems – Representing this Applicant, attorney Steve Marshall, commented on the outstanding items in Kelly Engineers’ April 24, 2001, review letter.  PennDOT has advised that they will want to study the distance between the traffic signal at the future loop road at Hillman Drive and the proposed Applied Card Systems signal approximately 650 feet south on Route 202.  The major outstanding item was completion of the traffic study.  Both the traffic study and the wetlands issue will be resolved this month.  The Applicant will be present at the next Planning Commission following resolution of these two items.

 

Bancroft Homes – Jim Aiken, Regester Associates, represented this Applicant in discussion of outstanding items in Kelly Associates’ April 24, 2001, review letter.  Some proposed landscaping changes are a matter for approval by the Board of Supervisors.  As stated previously, this Applicant has agreed to Deed Restrict these lots.  Mr. Reiter motioned, Mr. Honig seconded, and the Planning Commission recommended that the Board of Supervisors approve this plan subject to obtaining Conservation District and NPDS approval, as well as our Solicitor’s approval of numerous legal documents being prepared by the Applicant’s attorney.  The name of this development may be changed to “Chadds Ford Woods”.

Hoffman’s Mill Road – Keith Lieberman, Kelly Engineers, has prepared a plan for the Brandywine Conservancy in an attempt to change the direction of this road in order to eliminate traffic from using it as a through road.  Although the Planning Commission was in agreement with this concept, Mr. Taylor reminded Mr. Lieberman that, in the event of an emergency on Route 1, this road is used to re-route traffic; therefore, it must accommodate large vehicles; i.e., tractor trailers, buses, and fire trucks.  This plan will be revised and re-submitted.
